Poland is a country steeped in history and can be your ideal study abroad destination. The country has more than 450 higher education institutes offering courses in a range of subjects. Students from over 150 countries have made Poland their study abroad destination.

The universities here follow the Bologna system like other European nations.

 Language  Requirement to Study in Poland 

Though international students can enroll in courses taught in English, it is beneficial if they learn the Polish language. This will help them communicate with the local community and get familiar with the local culture.

Tuition Fees and Living Costs 

Tuition fees in Poland starting from 1700 Euros in a year. Accommodation costs like rental rates are reasonable. Living costs that include food, transportation, and social activities are on the lower side here compared to other European countries.

Student Visa Requirements

Non-EU nationals require a student visa to study here. The visa is valid for a period of three months. In order to extend their stay students must apply for a residence permit at least 45 days before their visa expires.

The residence permit is issued for 15 months. You can extend it for a period of up to three years, but it cannot extend beyond the duration of your course.

Working While You Study 

Students from non-EU countries can work here during their course.

You can work part-time and finance your stay in Poland by working part-time.

However, having a valid residency permit to operate would be advantageous. That is required to study in Poland, so you would be able to work part-time.

Before you shortlist the universities, decide what you want to study, where you want to live, overall cost, various opportunities, etc.

Step 2:

Select Universities:

Shortlist the universities (about 10 universities should do) & study programs that meet your requirements and you want to apply for.

Step 3:

Prepare for entrance exams:

Prepare for standardized tests like TOEFL/GRE/GMAT/IELTS etc. based on the requirements of the universities & colleges. Register for these tests in advance. While applying for the tests you should also plan for the time required in case you need to retake the test. You should complete these tests before September of the year you wish to apply.

Step 4:

Finance your studies:

Ensure that you have the money ready for your entire period of study in Poland along with accommodation, local travel, food, and other miscellaneous expenses. Decide on how you will finance your studies – personal savings, education loans, student scholarships, or assistantship.

Step 5:

Apply to university:

Contact each university directly for the admission requirements. Every university has its own admission requirements. Complete the applications well before deadlines and send them.

Step 6:

Confirm admission:

Once you get your acceptance letters from the universities that you have applied to, choose the university you would like to study at. The next step is to pay a non-refundable deposit to the university to confirm your admission.

Please note that the only payment related to the visa process required by the Embassy is the consular fee for the delivery and analysis of the visa application/visa application review, paid upon delivery of the application to the Embassy in local currency (kwanza) – see table of consular fees (link).

Types of Visas:

Before submitting the visa application, you must decide what type of visa you want to apply for:

Schengen visa (type C) – visa for people who intend to stay in Poland, or in other countries of the Schengen area, for a maximum of 90 days in any 180-day period. This means that you can stay in the Schengen area legally only if in the last 180 days your stay in countries in the same area has not exceeded 90 days. On the European Commission's website, you will find a special calculator that allows you to calculate how long you can stay in the Schengen countries.
You can apply for a Schengen visa at the Polish consular post provided that:

  • Poland is the only destination for your visit to the Schengen area;
  • visit more than one Schengen country, but Poland is the main destination of your visit;
  • not be able to define which of the Schengen states will be the main destination of your visit, but it will be in Poland that you will cross the border of the Schengen area for the first time.

In exceptional cases, it will be possible to issue the so-called Schengen LTV visa, valid only in the territory of certain countries.

National visa (type D) – you must apply for this visa if you wish to stay in Poland for more than 90 days. However, the validity period of this visa cannot exceed 1 year. It is mandatory to opt for a national visa application if you are an asylum seeker, repatriation applicant or if you benefit from the rights derived from the Polish Card. 

Simplified Visa Procedure for Families of EU citizens:

Who can benefit from this procedure:

REMEMBER: The procedure is only applicable to family members of EU citizens who do not have Polish nationality or who are not permanently resident in Poland. 
The following are considered EU citizens:

  • citizens of EU member states, 
  • citizens of Iceland, Lichtenstein, Norway, and Switzerland.

The following are considered family members of an EU citizen:

  • the spouse,
  • the person with whom an EU citizen has contracted a non-marital partnership, under the legislation in force in the given Member State, if the legislation of that Member State recognizes the parity between a non-marital partnership and marriage,
  • child or young person up to the age of 21, dependent on the EU citizen, his/her spouse, or partner.

The procedure grants the right to:

  • Submit your visa application free of charge,
  • The application must be received at the consular post without the need for prior registration.

Required documents:

  • Printed and signed visa application (after filling it out on the website: http://www.e-konsulat.gov.pl/ )
  • Recent color photograph, with the following dimensions: 3.5 x 4.5 cm, 
  • valid passport,
  • Document attesting to the marriage or partnership with the EU citizen,
  • Document attesting that the applicant is accompanying the EU citizen or intends to join him at his place of residence.

Refusal of the visa application

The consul will reject the visa application in the form of a decision. He may appeal the decision to reject the application for the issuance of these types of visas to the Minister of Foreign Affairs.

Biometric Data:

When submitting the visa application, your biometric data will be collected: a photograph, in the case of the national visa, and a photograph and fingerprints in the case of the Schengen visa.
If you have already applied for a Schengen visa within the last 59 months , and your fingerprints have been collected, the system will automatically copy your data without the need for a second collection.
The following are exempt from fingerprinting:

  • Children under 12 years old;
  • Persons unable to provide fingerprints (eg due to missing fingers or temporary injuries to fingers);
  • Heads of State and Government and members of national Governments and their accompanying spouses, as well as members of official delegations, when invited for official purposes;
  • Monarchs and other prominent members of royal families when invited for official purposes.

The authority responsible for processing the data contained in the Visa Information System (VIS) is: Centralny Organ Techniczny KSI, Komenda Główna Policji, ul. Puławska 148/150, 02-624 Warsaw.
Complaints related to the protection of personal data will be handled by the person responsible for the protection of personal data (Generalny Inspektor Ochrony Danych Osobowych, ul. Stawki 2, 00-193 Warszawa).

The consular post will not accept requests sent by fax, letter, or email.

What documents do you need to present?

Please refer to the ANNEX which contains the general and specific requirements relating to Schengen visa applications. 

Do not forget:

  • The visa application must be submitted at the consular post whose consular district covers your place of permanent residence. 
  • In general, the documents referred to in the ANNEX are sufficient to issue a decision; however, the consul may require the presentation of additional documents.
  • You must submit the visa application within 3 months prior to the scheduled departure date.
  • The consul may summon the visa applicant for an interview, although he is not obliged to do so.
  • Presentation of all documents necessary for the process does not imply the automatic granting of a visa. 
  • Presenting falsified documents, as well as providing false information, could lead to a ban on entry into the Schengen Member States.

The visa does not guarantee entry into the territory of the Schengen area – the final decision always rests with the authorities of the state in which you intend to cross the border of the Schengen area.

The Consular Section of the Embassy of the Republic of Poland in Luanda also grants Schengen visas on behalf of Slovenia and Latvia.

Payment of the consular fee for the visa application must be made in cash at the Consular Section of the Polish Embassy in Luanda or by bank transfer to the account of the Polish Embassy in Luanda. 

The fee paid for the visa application is not refundable, regardless of the consul's decision. 

Members of the family of a citizen of the European Union are exempt from paying the visa fee in accordance with art. 2 point 4 in connection with point 3 of the Law of 14 July 2006 on entry into the territory of the Republic of Poland, residence in and departure from this territory of citizens of the Member States of the European Union and their family members (Official Gazette of 2017 , item 900 and 2018, item 650).

The acceptance and examination of the visa application and the fee for the reconsideration of the visa application submitted by the spouse of a Polish citizen, his/her minor direct descendant or minor direct descendant of his/her spouse, his/her direct ancestor or direct ancestor are exempt from the payment of fees. of the spouse, if the ascendant or descendant is dependent on the Polish citizen or his/her spouse.

Children from the age of six and under twelve pay 50% of the consular fee for the Schengen visa.

The following are exempt from paying the Schengen visa fee:

  • Children under six years old;
  • Students, students, including doctoral students, and accompanying professors who undertake study or training trips;
  • Researchers, in accordance with article 3, point 2 of the European Parliament and Council Recommendation No. 2016/801, who travel for the purpose of scientific research or participation in scientific seminars or scientific conferences
    • Representatives of non-profit organizations, up to 25 years of age, participating in seminars, conferences and sporting, cultural or educational events organized by non-profit organizations.

What is the order execution time?

The consul has 15 calendar days to make the visa decision. In exceptional cases, this period may be extended up to 30 or 60 days.

How can you appeal the decision?

If you do not agree with the consul's decision, you have the right to file an application for reconsideration of your visa application. You must present it to the consular service that issued the visa decision, within 14 days of receipt.

Revocation or cancellation of a Schengen visa

If you have received a decision to revoke or cancel a Schengen visa that you do not agree with, you have the right to request a review of the decision. However, if you have requested the revocation of a Schengen visa and the consul has complied with this request, you do not have the right to appeal this decision.

The request for a review of the case by the consul must be submitted within 14 calendar days from the date of receipt of the decision to revoke or cancel the Schengen visa, at the headquarters of the institution that issued the decision.

The request for the re-examination of the case of revocation or cancellation of a Schengen visa is free of charge.

If, after considering your request for re-examination, the consul has issued another decision to refuse, annul or revoke the visa with which he does not agree, he may appeal to the Provincial Administrative Court in Warsaw. The complaint must be submitted to the consul who made the decision within 30 days of receipt of the decision taken as a result of the reconsideration of the case.

When submitting the complaint to the consul, you do not pay any fees, however, procedures in administrative courts are subject to fees. Therefore, you must take into account that you will be summoned by the court to pay the fee. What documents do you need to present?

I. General requirements: 
Visa application form, fill in the e-consulate system, printed and signed. To complete the form, the applicant must:

  • choose the type of visa (National)
  • fill in the data
  • press the save key and then print
  • sign the form at points 36, 37, and 38.
  • Color photograph with the following dimensions: 3.5 x 4.5 cm. The photograph must be:
    • clear, with a white background, printed on good quality paper; 
    • taken no more than six months ago;
    • taken from the front, the eyes and both sides of the face being clearly visible, from the top of the head to the top of the shoulders, with the face occupying about 70 to 80% of the photograph. This should depict the person with an uncovered head.
  • Passport issued in the last ten years, valid for at least 3 months from the expected date of return, with at least 2 free pages for visas.  
  • Copy of the passport page with personal data and photograph.  
  • The national visa applicant must personally present a document proving the possession of the travel medical insurance, referred to in art. 25 paragraph 1 point 2 letters a or a document proving the possession of health insurance within the meaning of the Law of 27 August 2004 on health services financed by public funds. Travel medical insurance with an insurance value of not less than EUR 30,000 must be valid for the period of the foreigner's intended stay in the territory of the Republic of Poland, covering all expenses that may arise during the stay in this territory due to the need to travel of return for medical reasons, need for urgent medical assistance, emergency hospital treatment or death,

  • Applicants who are not nationals of Angola: a residence permit valid for more than three months after the expected date of departure from the territory of the Member States.
  • Confirmed flight booking, for fixed dates (not on a waiting list).

  • Document proving accommodation (eg official invitation – “Zaproszenie” or hotel reservation).

Additionally, in case of visa applications for minors, you must present:

  • Child's birth certificate (birth certificate)* or valid identity card (with parents' names mentioned) and the visa application form signed by the parent(s) or legal guardian(s).
  • If the minor(s) travels with only one of the parents, they must also present: a photocopy of the authorization* of the parent who is not traveling, indicating that the minor is authorized to travel, describing the complete itinerary and the person accompanying the minor, as well as a photocopy of a valid visa or a valid document authorizing that person to travel. If the parent with whom the minor travels exclusively exercises parental authority, this fact must be proven through: a court decision or the death certificate of the other parent.
  • If the minor(s) is traveling alone:

photocopy of the authorization* of the legal guardian(s) or the person exercising parental authority, indicating that the minor is authorized to make the trip, describing the complete itinerary, the identification of the person responsible (of legal age), as well as such as a photocopy of a valid visa or other document authorizing that person to travel;

  • proof of livelihood of the person sponsoring the trip. In the case of deceased parent(s), it is necessary to present the death certificate.

* These documents must be authenticated by an Angolan notary and the Ministry of Foreign Affairs of Angola (MIREX).

  • Parents' passports – originals and copies.
  • If the child is registered in the passport of their parent or legal guardian, a separate visa application is required. The visa will be affixed to the parent's or legal guardian's passport.

II. Specific requirements depending on the purpose of the trip:

1. Studies (undergraduate, master's, integrated master's or doctoral studies):

  • confirmation of enrollment at the University/Unit of Higher Education in Poland, together with confirmation of payment of course fees;
  • original secondary education diploma (or Licenciatura, master) legalized by MIREX;
  • proof of means of subsistence to finance the costs of staying in Poland, the costs of studies, as well as the costs of returning to the country of origin or residence. How the proof of financial means can serve: 
    • confirmation of the national or foreign scholarship;
    • travel check; 
    • the statement issued by the bank regarding the credit card limit; 
    • a statement issued by the bank, headquartered in Poland, on the amount deposited in the bank account; 
    • declaration of service, which indicates the value of the monthly salary (remuneration).

Attention: if you are not currently a scholarship holder or employee, you must present the financial responsibility term (signed by the sponsor in the presence of a notary and confirmed by MIREX), with one of the above-mentioned proofs (in point 1c);

2. Other types of training and education (primary, secondary, language courses):

  • school statement on enrollment/continuation of studies (tuition fees for 1 year of course, must be paid);
  • in case of training other than primary or secondary education, the applicant must submit, along with the declaration, the course plan with the total workload, as well as the description of the number of hours of classes per week and per month;
  • original of the education diploma (primary or secondary – depending on the type of training sought) legalized by MIREX;
  • proof of means of subsistence to finance the costs of staying in Poland, the costs of studies, as well as the costs of returning to the country of origin or residence. How the proof of financial means can serve: 
    • confirmation of the national or foreign scholarship; 
    • travel check; 
    • the statement issued by the bank regarding the credit card limit; 
    • the statement issued by the bank, headquartered in Poland, on the amount deposited in the bank account; 
    • declaration of service, which indicates the value of the monthly salary (remuneration).

3. Work :

  • work permit for foreigners (ZEZWOLENIE na pracę cudzoziemca na terytorium Rzeczypospolitej Polskiej), issued by the Provincial Governor (Wojewoda);
  • an employment contract or letter of invitation from the company that intends to hire the foreigner.

Do not forget:

  • You must deliver the originals of the documents mentioned above, together with their photocopies.
  • Only complete orders will be accepted. 
  • The visa application must be submitted at the consular post whose consular district covers your place of permanent residence. 
  • In general, the above documents are sufficient to issue a decision; however, the consul may request the presentation of additional documents.
  • The consul may summon the visa applicant for an interview, although he is not obliged to do so.
  • Type D visas can be issued with a maximum validity of one year.
  • Don't forget, the visa does not guarantee entry into the territory of Poland – the final decision is always up to the Border Guard.

INFORMATION ON THE RULES FOR REFUNDING STUDY FEES IN CASE OF NOT OBTAINING A VISA TO ENTER POLAND TO CARRY OUT OR CONTINUE STUDY

Issues of charging fees for educational services by public universities are regulated in the Law of July 20, 2018, Law on Higher Education and Science, and in the case of non-public universities, they result from the internal regulations of those universities.
Students enter into civil law contracts with universities, which contain special conditions regarding the admission process, the course of study, as well as provisions on the value of tuition fees and rules regarding the reimbursement of tuition fees. Study applicants should carefully study these documents in detail, in particular the provisions on the rules for obtaining reimbursement of paid tuition fees.

Reimbursement issues are resolved between students and universities. The Ministry of Foreign Affairs of the Republic of Poland, the Embassies of the Republic of Poland, as well as the Consulates of the Republic of Poland do not mediate in matters between the student and the university and do not have legal measures that allow a foreigner, who has been refused a student visa to obtain tuition reimbursement.

If the university fails to comply with the provisions of the contract concluded with the student, in particular, has not reimbursed the fee, claims relating to the student's fees can only be made through civil law.
